What is the Federal Governments Incentive Program?
- American Recovery & Reinvestment Act of 2009 - This Federal Program was established by U.S. Federal law
- Incentive programs for Eligible Providers whom participate and see patients from Federal Medicare or State Medicaid programs.
- The Medicaid incentive program is run by States and is voluntary and the Medicare program is Federal and managed by Center for Medicare Services (CMS)
- Incentive programs are for hospitals and eligible professionals
- Providers and hospitals must use certified EHR technology AND demonstrate adoption, implementation, upgrading or meaningful use
- Programs differ between Medicare and Medicaid

- EP's can choose to get paid by CMS based on either their Medicare collections or their Medicaid patient volume, but not both.
EP's = Any Doctor (MD, DO, CNM, NP, and certain PA's) and Dentists (DDS, DMD, DDM)

Medicaid
- At least 30% of patient population should be medicaid beneficiaries.
- Pediatricians - At least 20% of patient population.

Medicaid Penalties
- No penalties for failing to adopt certified EHR.
Medicare:
- Medicare - EP's = Any Doctor (MD, DO, DPM, OD, DC) or Dentist (DDS, DMD, DDM).
- Based on annual medicare collections.
- Incentive amount equal to 75% of annual medicare collection or $44,000 which ever is less.
- To get $44,000 you need to annually collect at least $24,000 from medicare.

Medicare Penalties
- Must demonstrate Meaningful Use by 2014 or penalties will begin in 2015
- 1% reduction in the Medicare Physician Fee Schedule
